    Blinn trustees OK housing project
    Blinn College trustees Tuesday approved a resolution to authorize an on-campus privatized student housing project, short term construction, permanent financing and ground lease connected to the project to house 453 students on the Brenham campus.
    The new housing is expected to be ready for student use by the fall of 2017.

    The need for additional housing arose when more than 400 students were placed on the housing waiting list this fall. The addition of approximately 400 students would generate approximately $2.5 million in annual tuition, fees and state reimbursement.
    The housing will be located on Blinn property at the corner of Saeger Street and Old Mill Creek Road.
    In November, the board authorized Blinn administrators to enter into negotiations with Servitas LLC for development of new student housing.
    The project will be funded by National Campus and Community Development-Blinn College Properties LLC, a non-profit organization established to provide tax-exempt financing specifically for this project.
    The college and NCCD-Blinn College Properties would then enter into a 40-year ground lease. Upon loan repayment by NCCD, the facility will revert to Blinn.
    The project will not impact Blinn’s ability to proceed with its new Bryan West campus, which is also expected to open in the fall of 2017.
    In addition Blinn trustees awarded a guaranteed maximum price of $46,500,000.00 to Vaughn Construction for Phase 1 development of its new Bryan campus.
    $38,800,000 will be for the project’s construction, while $7,700,000 will be for the “soft costs,” which includes professional fees, furniture and fixtures, audio visual, technology, security, laboratory equipment, material testing, commissioning, utilities, insurance, signage, graphics, utility extension, food service equipment and contingencies.
    In November, a series 2015 bond was sold for $10,000,000 and next Tuesday the series 2016 bond will be sold for $38,705,000 to fund the project.
    The campus, located at 851 N. Harvey Mitchell Parkway, is scheduled to begin construction in March.
    Developed in partnership with Kirksey Architecture, the campus master plan ultimately calls for the development of seven academic buildings, three student resource buildings and 5,423 parking spaces.
    Phase 1 of the project, which would serve approximately 2,500 students, includes an academic building, a student resource building and approximately 800 parking spaces. The four-story academic building would include 18 classrooms and eight laboratories, while the student resource center would include a library, study and leisure space, campus police and other student services.
    Construction costs will be funded by bond sales.
    Also, Blinn trustees authorized the termination of the guaranteed maximum price amendment No. 3 of the Bryan Campus 2015 Campus Improvement Project which returns $424,000 back to the campus and accepted the low bid to re-roof the administration building on the Bryan Campus due to leakage problems.
    The contract will be with United Roofing and the company will provide a warranty. The funds will come from the series 2014 Bryan Administration Funds.
    Blinn trustees also approved:
    • The appointment and reappointment of members of the Schulenburg Campus and Bryan Campus Advisory Committee
    • The appointment and reappointment of members of the A.W. Hodde Jr., Technical Education Center Advisory Committee.
    • A clinical affiliation agreement with the city of College Station for the Emergency Medical Services Program.
